the underlying meaning of this wise saying is that one should perform ones duties when the time is ripe for doing them . farmers have to turn the hay over and over again in the sun till it is dry. as the sunshine is rare in cold climates , a farmer has to be very prompt and active whelm it comes . if he misses s one chance, there is no knowing when the sun will appear again,
